METRO NEWS BRIEFS: NEW YORK; Insanity Plea Accepted In Skater's Death

A judge accepted an insanity plea yesterday from a former Orange County prosecutor who drove his car onto a bicycle path and killed a skater. Based on reports from five psychiatrists, both sides agreed that the defendant, Paul Harnisch, was in ''a manic episode of his disease'' at the time of the incident, his lawyer, Benjamin Ostrer, said.

Justice Joseph West must decide whether Mr. Harnisch should be institutionalized.
